I thank you for your letter dated the 14th instant

en closing copy of Mr. Fletcher's letter of the 6th September

last, which, however, I bad already sem.

I am in further comunication with my clients abroad

on the subject, but in the meantime may I be permitted to ask

whether the Secretary of State for the Colonies accepts the

position stated by Mr. Fletcher, vix: that the "Hongkong Government obeyed orders" ( paragraph 6 Mr. Fletcher's letter of the 6th September 1923) and whether, under these cirowa- stances, I am correct in assuming that the Secretary of State

for the Colonies accepts responsibility.
